ECO-Flex: Grant Towards Domestic Energy Efficiency Improvements


Information for Residents

What is ECO?

The Energy Company Obligation (ECO) is a national scheme allowing energy efficiency improvements in low income and vulnerable households. 


Am I eligible?

Under ECO4 If your home (rented or owner-occupied) is energy inefficient, depending on your circumstances, you may be entitled to funding for home energy efficiency measures including heating upgrades and insulation. There are two ways of qualifying - or in some cases you may qualify under the LA FLEX route (Local authority Flex).


How do I apply?

To access the scheme you will need a participating installer. All companies accessing ECO4 must be accredited. The funding for the scheme is administered by the agents working on behalf of the energy companies. The Agents will collect client details, perform home energy surveys and arrange works for successful applicants. FCC have no involvement unless you are qualifying under LA Flex criteria:


LA Flex 

In order to access the funding under LA Flex criteria, you will need to find a participating accredited installer who will survey your property to determine if you are eligible for support (based on the package of recommended measures) and how much funding your property could attract. Please note ECO4 is not 97É«Íø money, and the Council does not endorse any company accessing this scheme.

Landlords and members of the public - please do not submit an application form to us yourself, it requires the partnership of an energy company or their agent.

To access the funding under the LA FLEX criteria any company that wished to be involved in the scheme has previously provided their accreditation to 97É«Íø to onboard. Onboarding for the LA FLEX scheme is now suspended. 

It is important to note that the eligibility for this scheme does not guarantee that an energy supplier or installer will decide to install energy efficiency measures in your home.
